A lawsuit is moving forward in New York after surprising results from the 2024 election raised questions.
How the Lawsuit Began
The case focuses on Rockland County, where officials reported that Kamala Harris received zero votes in some districts. At the same time, Democratic Senate candidate Kirsten Gillibrand gained strong support in the same areas.
The lawsuit was filed in December 2024 by a nonpartisan election integrity group, along with an independent Senate candidate and two local voters. They argue that votes were not counted properly. In sworn statements, several voters said they cast their ballots for the independent candidate, but the official tallies showed fewer votes than those reported by the voters themselves.
In May 2025, a judge allowed the case to move forward into the discovery stage. This means the plaintiffs will now be able to request election records, examine voting machine details, and question officials under oath. The court, however, has already rejected the demand to overturn the entire election, leaving the focus on recounts and possible irregularities in Rockland County.
Strange Voting Patterns Reported
The case has attracted attention because of unusual results in the presidential race. In several districts within the town of Ramapo, many voters backed Gillibrand for Senate but did not support Harris for president.
In one district, more than 300 people voted for Gillibrand. However, Harris received zero votes, while Donald Trump collected over 500. Similarly, in another district, over 900 voters supported Gillibrand, yet only two voted for Harris. Analysts who reviewed the numbers said such differences are “highly unlikely” and called for more investigation.

The lawsuit points to what it calls a “drop-off rate.” Across the state, Gillibrand received about 90,000 more votes than Harris. But in Rockland, the difference was especially large. In fact, Trump appeared to perform far better than the Republican Senate candidate, while Harris underperformed compared to Gillibrand.
The plaintiffs also raised concerns about recent software updates made to voting machines. They want access to machine hard drives and network records to confirm whether errors or malfunctions could explain the results.
Officials and Experts Respond
Local officials say the election was conducted fairly. The Rockland County Board of Elections stated that it reviewed the results thoroughly and found no signs of fraud or hacking. County representatives added that every ballot was counted as cast.
Election experts have also explained that the numbers might not be errors but rather a result of bloc voting. In Rockland, large Orthodox and Hasidic Jewish communities often vote as a group based on community endorsements. These communities have a history of supporting one candidate for Senate and another for president, which can lead to unusual-looking results.
Similar patterns were recorded in earlier elections. In 2020, one district gave Trump hundreds of votes while giving Biden none, yet still supported Democratic candidates for Senate. In 2022, the same district voted heavily for the Republican candidate for governor but supported the Democratic candidate for Senate.

Experts from universities who studied the data noted that bloc voting explains most of the patterns. Still, the plaintiffs argue that bloc voting cannot explain every detail, especially when sworn affidavits show missing votes. They continue to push for recounts and a deeper look at the voting machines.
The state election board has also clarified that voting machines in New York are not connected to the internet, making hacking from outside sources impossible. Officials have dismissed rumors linking the case to broader hacking theories and said the machines meet security standards.
Despite these assurances, the lawsuit has fueled debate and spread widely on social media. Posts and videos questioning the results have gained millions of views, with many pointing to the zero-vote districts as proof something went wrong.
