LUANDA, Angola: Angola’s Minister of the Interior, Manuel Gomes da Conceição Homem, has emerged as a central figure in the government’s efforts to strengthen public security, modernize state institutions, and reinforce the rule of law across the country.
Appointed to the post in October 2024, Homem assumed leadership of one of the most strategic ministries in Angola, overseeing internal security, national police forces, migration services, civil protection, and emergency response. Since taking office, he has prioritized institutional efficiency, operational discipline, and closer coordination between central authorities and provincial administrations.
One of Homem’s main objectives has been improving public safety through a more professional and responsive security apparatus. He has conducted regular field visits to several provinces, meeting with police commanders, judicial officials, and local authorities to assess operational challenges and align national strategies with local realities. These visits are part of a broader effort to decentralize decision making and enhance accountability within security services.
Under his leadership, the Ministry of the Interior has also advanced a program of administrative modernization. In Luanda, a new headquarters for the ministry was inaugurated in 2025, providing upgraded infrastructure and technological systems aimed at improving coordination, data management, and inter agency communication. The facility is intended to support more efficient public service delivery and strengthen institutional capacity.
Homem has placed particular emphasis on professional training and internal discipline within the National Police and affiliated agencies. Senior officials say reforms have focused on strengthening operational standards, improving working conditions, and reinforcing ethical conduct, as part of wider government efforts to consolidate trust between citizens and state institutions.
International cooperation has also been a key component of Homem’s agenda. The ministry has expanded collaboration with regional and international partners on border control, migration management, and transnational crime, reflecting Angola’s growing role in regional security frameworks in Southern Africa.
Government officials describe Homem as a technically oriented administrator with a strong institutional approach, favoring structured planning and data driven decision making. His leadership style has been characterized by frequent consultations with sector directors, legal authorities, and civil protection units, as well as a focus on long term strategic reforms rather than short term measures.
For many Angolans, the Interior Ministry’s renewed emphasis on professionalism and modernization is seen as a positive step toward improving everyday security and strengthening public confidence in state institutions. While challenges remain, particularly in urban crime and border management, Homem’s tenure has been marked by steady efforts to align Angola’s internal security system with international standards and governance best practices.
