Cuba’s New Radar Site: A Strategic Surveillance Tool Near the United States

Cuba is constructing a new radar site near Guantanamo Bay naval base. This development has raised concerns about its potential to spy on the United States. Analysis by the Center for Strategic and International Studies (CSIS) has revealed that the site has ties to China. And could become a powerful surveillance tool.

The New Radar Site

The radar facility, which has been under development since 2021. It is located in the east of Santiago de Cuba, near the El Salao neighbourhood. It has a circularly placed antenna array with a diameter of around 130 to 200 meters. According to the CSIS, this array could track communications as far as 3,000 to 8,000 nautical miles.

Strategic Location

Cuba’s proximity to the United States makes it an ideal location for gathering intelligence. The radar site is situated just 90 miles south of Florida. This allows it to monitor sensitive communications and activities in the southeastern United States. Florida hosts several critical military installations. Including the major space-launch complex at Cape Canaveral. Along with the headquarters of the US Southern Command and Central Command, and multiple submarine bases.

Capabilities and Concerns

Once operational, the radar site will be a powerful tool for signal intelligence (SIGINT). SIGINT involves collecting communications from both civilian and military sources. This can provide valuable information about adversaries, competitors, and allies.

The site’s antennas are designed to collect and analyse radio transmissions. The size, number, orientation, and layout of these antennas determine their capabilities. The radar site’s strategic location near Naval Station Guantanamo Bay increases its effectiveness.

Historical Context

Cuba has a long history of hosting foreign espionage operations targeting the United States. During the Cold War, the Soviet Union operated its largest overseas intelligence site. It was situated at the Lourdes Signals Intelligence Complex in Cuba. This historical context underscores Cuba’s role in global intelligence activities.

Geographical Advantages

Geographic distance has an impact on SIGINT efficacy. Radio transmissions can be difficult to distinguish from surrounding signal activity at long distances. Due to the curvature of the Earth and other physical barriers. The radar broadcasts often require a direct “line of sight” to the target.

Cuba’s place in the Caribbean gives a good spot to collect information from signals. The new radar site will let China get intelligence it couldn’t get from its own land. This helps China’s ability to gather important information.
