Hamas Leader Demands Permanent End to War

As part of a Ceasefire Proposal, the chairman of Hamas announced on Wednesday that his organization would demand Israel’s withdrawal and a permanent cessation of the conflict in Gaza. This position appears to counter US President Joe Biden’s recent truce proposal.

Meanwhile, Israel declared that it would not cease hostilities during the ceasefire negotiations and launched a new offensive in the central Gaza Strip, targeting the last remaining city not yet overtaken by Israeli tanks.

Hamas leader Ismail Haniyeh’s remarks are seen as the group’s response to Biden’s proposal from the previous week. Washington had indicated that it was waiting for Hamas’s response to what Biden termed an Israeli initiative.

Biden’s Ceasefire Proposal

In an effort to establish a truce in Gaza, US President Joe Biden has presented a peace plan comprising three phases:

  1. Initial Stage: The Israeli army will withdraw from populated areas of Gaza and initiate a six-week truce. During this period, they will exchange hundreds of Palestinian prisoners, including women and older people, for hostages. Additionally, they will send 600 trucks of humanitarian aid daily into Gaza to support the return of civilians.
  2. Negotiation Phase: This phase involves negotiations between Hamas and Israel to establish terms for a permanent end to hostilities. The ceasefire would remain in effect as long as these negotiations continue.
  3. Permanent Ceasefire and Reconstruction: The final phase would implement a permanent ceasefire, allowing for the reconstruction of Gaza. This includes rebuilding 60% of the clinics, schools, universities, and religious buildings damaged or destroyed by Israeli forces.

Opposition to the Ceasefire

Netanyahu’s far-right allies have threatened to depose him if he accepts a peace agreement that allows Hamas to remain in power, potentially triggering new elections and ending the tenure of Israel’s longest-serving leader. In a show of initial solidarity, centrist opponents joined Netanyahu’s war cabinet but have since vowed to resign, citing the administration’s lack of strategy.

Israel’s Defense Minister Yoav Gallant stated that Israel would not cease its offensive during the truce negotiations, highlighting the internal political divisions and the complexities of reaching a ceasefire agreement.

Future Implications

The future stance of Israel remains uncertain. Families of Israeli soldiers detained in Gaza, along with some Israeli political elites, are pressuring the government to accept the proposed agreement. Netanyahu faces a critical decision: adhere to the agreement to free hostages or prioritize his political survival. Rejecting the truce might bolster his future political credibility, yet it carries significant humanitarian implications.

Hamas’s response to the truce is also unclear. The group’s representative in Lebanon, Osama Hamdan, claimed that Hamas had not yet received a formal truce proposal from the US. Reports suggest that Hamas leadership in Gaza, including Yahya Sinwar, would need to deliberate before accepting the proposal, especially to assess Israel’s willingness to adhere to the agreement.

Importance of the Ceasefire

The humanitarian situation in Gaza remains dire. Over a million people have fled the city of Rafah as Israel continues its deadly assault. Last week, 66 displaced persons were killed in two separate incidents. The United Nations reports that the remaining healthcare infrastructure is struggling with severe shortages of fuel, essential supplies, and equipment.

The ongoing ceasefire negotiations, which have persisted throughout much of the conflict, appear to be faltering despite this latest proposal. The international community continues to monitor the situation closely, recognizing the critical need for a sustainable resolution to alleviate the humanitarian crisis and restore stability in the region.

The call by Hamas for a permanent end to the conflict highlights deep-rooted challenges. Israel’s new offensive also emphasizes these challenges. President Biden’s proposal represents a significant effort towards peace. Its success depends on both sides making concessions. They must prioritize humanitarian needs over political interests. The next steps by Hamas will be crucial. The actions of Israel will also be crucial. These steps will determine Gaza’s future. They will impact the broader Middle East peace process.
