Mysterious Land Acquisitions Near US Military Bases Spark Alarm

A secretive firm has purchased lands surrounding US military sites in California for billions of dollars, which has caused a great deal of concern. China is reportedly buying land close to many US military locations in the Midwest, Southwest, and Texas. Technically, Flannery Associates—whose background is questionable—is purchasing this land. US politicians are working harder to limit Chinese ownership of American farms. This response follows the incident involving a surveillance balloon with ties to the Chinese military. The balloon flew over US territory, prompting legislative action. US forces shot down the spy aircraft after it flew over military stations. This occurred off the coast of South Carolina in February 2023. According to NBC 11, purchases made by Chinese companies were reported to the USDA. These reports cover the period between January 1, 2022, and June 30, 2023. The closeness of these land purchases to US military bases is a concerning consideration.

Legislative Measures against these Land Acquisitions

The White House and federal politicians in Washington are extensively investigating restrictions on Chinese-owned firm ownership. The goal of this nonpartisan endeavor is to reduce China’s sway over American territory. State lawmakers have adopted restrictions on Chinese land ownership to protect local investments from China. Legislators in 33 states have submitted 81 measures in 2023 alone that aim to forbid the Chinese government, some Chinese-owned companies, and a large number of Chinese individuals from purchasing land or agricultural land close to military installations.

Twelve of these laws have already passed into law in states including Virginia, Alabama, and Idaho. Despite the fact that Republican-dominated legislatures have pushed many of these policies, they have gained support from both parties. Less than 30 legislation of this kind were presented in the previous two years, and only two of them were signed into law. This legislative rush represents a significant rise. The increased concern brought on by the Chinese spy balloon’s flight across the US is what’s responsible for the renewed vigor this year.

Inquiry into Flannery Associates

US authorities have opened an investigation into Flannery Associates, the company that purchased a significant amount of land near Travis Air Force Base in California. The agricultural property, which covers about 21,000 hectares, has caused concern because of its strategic closeness to the military installation. Government organizations have acknowledged concentrating their investigation on Flannery Associates’ ownership, funding source, and rationale for the property acquisition. The company’s attorneys continuously affirm its US ownership and reject the idea of foreign interference.

This land is worth an incredible $800 million, according to estimates. Flannery Associates LLC has been buying land since 2018, according to the findings of the inquiry conducted by the Foreign Investment Risk Review Office of the U.S. Air Force. Even after eight months of painstaking investigation, important issues remain unresolved. Authorities have not yet determined who owns Flannery Associates and who is funding this enormous land grab.

Democratic congressman John Garamendi, who represents areas of the San Francisco Bay Area near the Travis Air Force Base, expressed his worries in public. He called for greater openness and said that Flannery Associates’ property acquisitions may constitute a national security risk. He alluded to concerns about Chinese money and underlined how important it is that the owners are unknown.

The U.S. Department of Agriculture has been closely monitoring the situation more in the interim. Their study revealed that the majority of the purchased land parcels were originally intended for agricultural use. When reports of foreign ownership started to surface, Flannery Associates’ attorney denied any major foreign investment impact. He claimed that ninety-seven percent of the investment came from US investors. The remaining portion came from British and Irish investors. According to the description, Flannery Associates is controlled by a group of US residents. They want to diversify their holdings beyond stocks and into real estate. Their focus is particularly on western US agricultural property.

Historical Context of Chinese Land Ownership

A thorough analysis published in 2019 by the US Department of Agriculture (USDA) highlighted an astonishing reality. China held a sizable portion of US agricultural land, totaling 192,000 acres. The estimated worth of this land was more than $1.9 billion. An important trend was revealed in a 2018 USDA report. Since 2009, China’s ownership of agricultural land in the US and other nations has increased tenfold. This news intrigues those looking into China’s growing influence in agriculture even more.

High-Profile Land Purchases

The Chinese Fufeng Group was looking to pay $2.3 million for 300 acres of farmland in July 2022. This property was within a short distance from the highly sensitive drone technology in the country, located at the Grand Forks Air Force Base in North Dakota. The goal of the acquisition was to establish a milling facility. The Senate Intelligence Committee’s Democratic chairman and Republican ranking member rejected the proposal, citing concerns about national security. The Grand Forks City Council rejected the acquisition in February 2023 with a unanimous vote.
