Senator Warner Urges U.S. Intelligence to Intensify Monitoring of Chinese Technological Advancements

In a recent statement, Senator Mark Warner, Chair of the Senate Intelligence Committee, emphasised the urgent need for U.S. intelligence agencies to broaden their focus beyond traditional military and governmental espionage to include technological and industrial advancements in China. Speaking at a breakfast event hosted by the Christian Science Monitor, Warner highlighted several critical areas where American intelligence efforts need significant improvement.

Critical Areas Highlighted by Warner

Expanding Surveillance Beyond Traditional Targets

Senator Warner pointed out that the U.S. intelligence community has traditionally concentrated on monitoring military and governmental activities. However, this narrow focus has led to missed opportunities in other crucial sectors. “The intelligence community is accustomed to spying on the government and military, for example. You may not keep up with every tech company.” Warner stated. He underscored the importance of tracking China’s technological acquisitions, including their extraction of rare earth minerals, which are vital for various advanced technologies.

 Semiconductor Manufacturing and Technological Advancements

Warner specifically mentioned the Semiconductor Manufacturing International Corporation (SMIC) as an example of the intelligence community’s oversight. SMIC’s capability to produce advanced 7-nanometer semiconductor chips had apparently gone unnoticed by U.S. intelligence until it was too late. This lapse signifies a broader issue in tracking and understanding China’s progress in semiconductor technology, a field critical to global technological leadership.

The senator also expressed concerns about China’s advancements in life sciences and biotechnology. “In terms of investing and attempting to not only be successful but also dominate, we have not observed any signs that China is not giving it all,” Warner said. He stressed that the U.S. needs to bolster its efforts in these domains to prevent falling behind in technological innovation and application.

Strengthening Restrictions on Chip and Tool Exports

Addressing the recent measures taken by the Biden administration, Warner acknowledged the decision to cut off SMIC’s most advanced factory from American imports after it produced a sophisticated chip for Huawei’s Mate 60 Pro phone. However, he argued that more needs to be done to limit China’s access to advanced chips and chipmaking tools.

Warner raised concerns about Western chip manufacturers potentially circumventing export bans, either knowingly or unknowingly. “Unfortunately, there may be Western chip manufacturers who are still having their tools and products circumventing the ban,” he noted. This situation underscores the need for stricter enforcement and monitoring of export restrictions to ensure that advanced technologies do not fall into the hands of competitors.

The Complex Issue of TikTok and ByteDance

Warner also addressed the ongoing controversy surrounding TikTok and its parent company, ByteDance. With U.S. investors holding a significant stake in ByteDance, Warner called on them to push for the separation of TikTok’s non-Chinese operations from its Chinese parent company. He expressed skepticism about China permitting such a sale, given the app’s immense popularity and strategic value.

Legislation mandating ByteDance to sell off TikTok’s US assets by January 19 of the next year. With the risk of  being banned, it was passed by the US Congress in April. TikTok and ByteDance have since filed lawsuits to block this legislation. While Warner opposes an outright ban, he emphasized the importance of adhering to the law. “At the end of the day, the law is the law,” he asserted.
